Neutrino induced reactions on C-12, an ingredient of liquid scintillat
ors, have been studied in several experiments. We show that for curren
tly available nentrino energies, E(nu) less than or equal to 300 MeV,
calculated exclusive cross sections C-12(g.s.)(nu,l)N-12(g.s.) for bot
h muon and electron neutrinos are essentially model independent, provi
ded the calculations simultaneously describe the rates of several othe
r reactions involving the same states or their Isobar analogs. The cal
culations agree well with the measured cross sections, which can be th
erefore used to check the normalization of the incident neutrino spect
rum and the efficiency of the detector.
