This article describes Partnerships for Inclusion, a statewide project
providing technical assistance (TA) to communities as they develop an
d coordinate inclusive services for infants, toddlers, and preschooler
s with disabilities and their families. Included in this description a
re the major factors influencing the model's development, rhs project'
s sore services, and selected strategies for promoting systems-level c
hange that supports early childhood inclusion. A framework for evaluat
ing Th services is also presented along with rile project's evaluation
data. The article concludes with a summary of lessons learned about h
ow to provide effective TA services to diverse client groups.
