Inelastic neutron scattering has been employed to investigate the low-
lying crystal-field excitations of Pr2-xCexCuO4-delta as a function of
Ce content x. The observed energy spectra are found to result from a
superposition of three different components which we interpret in term
s of local regions of antiferromagnetic, intermediately doped and high
ly doped character. The volume fraction of the doped clusters is shown
to reach the percolation limit for x approximate to 0.14 where the on
set of superconductivity is actually observed.
