We consider a low density electron gas (r(s) approximate to 10) imbedd
ed in a highly dirpersive bachground, and show that the large dispersi
on leads to a sharp and large velocity peak at k = k(F), which persist
s in the presence of screening. This peak accounts for the anomalous t
ransport properties of high-T-c cuprates in the normal state,the tempe
rature dependence of the Hall effect and TEP, as well as the high valu
e of T-c.
