Abstract
Effective boundary conditions are derived for Maxwell's equations. The se generalized impedance boundary conditions approximate the effect of a thin dielectric layer with biperiodic conducting inclusions coverin g a cylindrical body, on the diffraction of an electromagnetic inciden t plane wave. The curvature appears from the first order approximation .
