We construct a numerical scheme for conservation laws and prove its co
nvergence to the entropy solution. The scheme is fourth order accurate
in space away from these points where the solution reaches its extrem
a. The main difference with the existing other schemes is that we do n
ot need to solve Riemann problems to compute fluxes at cell interfaces
. Using this approach we obtain a substantial saving of CPU time for a
similar accuracy.
