Abstract
A theory is developed for the generation of an electromagnetic held by a hard X-ray pulse propagating through a gas and creating a plasma wi th an anisotropic electron energy distribution. The dependence of the electromagnetic field amplitude on the plasma density and on the energ y and duration of the pulse of ionizing radiation is studied.
