In the normal operation of a distribution system, substation main tran
sformer and feeder load balancing is important since it can reduce the
risk of overloads due to load changes. Load balancing is usually achi
eved by reconfiguring the distribution feeders and redistributing the
load currents among feeders and transformers. In the early studies on
feeder reconfiguration, transformer load balancing and feeder load bal
ancing were usually performed individually. A heuristic search approac
h in which transformer load balancing and feeder load balancing are pe
rformed simultaneously has been recently proposed by the authors in or
der to improve efficiency. However, the solution obtained by using the
aforementioned algorithm may be a local minimum. In this paper, a ref
ined heuristic search approach for substation main transformer and fee
der load balancing is proposed, in order to reach a better solution. C
