Since the introduction of GERT (graphical evaluation and review, techn
ique) many papers have been published to show its application in vario
us fields of engineering, management and system study, etc. Applicatio
n to the precommissioning/commissioning of different types of plant of
a refinery has not yet been shown in the literature. In this paper if
s application to one such plant, a water treatment plant, is shown. Th
e function of the water treatment plant under study is to control oily
sludge, sewage and wastewater treatment. The plant must be precommiss
ioned and their commissioned to its full operations. There are 14 acti
vities in both precommissioning and commissioning the plant; these are
then classified into simple and composite (stochastic) ones. A GERT n
etwork model is then developed and analysed to obtain the mean number
of days needed to precommission/commission the plant. The probability,
of course, is shown to be one, as the plant must function.
