As part of a National Cancer Institute funded project, surveys were co
nducted in 1988 and 1991 to assess changes in tobacco use policies in
North Carolina school districts. In both 1988 and 1991 a large percent
age of school districts had some type of restrictive policy. Restricti
ons were most severe for students in kindergarten through grade 9, fol
lowed by students in grades 10-12. Policies were least restrictive for
faculty, staff, and visitors. Policies were more restrictive in 1991
than 1988. Few school districts (10.7%) provided smoke-free environmen
ts by prohibiting tobacco use in all school buildings and on all schoo
l property.
