The same process of globalization of technology which causes the econo
mic failure and disintegration of Eastern Europe forces Europe to inte
grate. The aim of this paper is to show that Eastern Europe has found
itself in the process of regression with its ability to innovate decli
ning. The analysis of conceptual hindrances refers to the crisis of th
e system of values, while the analysis of parameters signals the crisi
s of innovation. A change toward active goal-setting and problem-solvi
ng activity on the governmental level is urged. The integrating Europe
should actively promote in its Eastern part the application of the pa
radigm of technology policy.
