Abstract
ENDA has carried out a case study that examines the technical and fina ncial frameworks needed by a sub-Saharan country such as Senegal to co ntribute to international greenhouse gas abatement efforts whilst at t he same time guaranteeing its social and economic development. The stu dy was part of the UNEP Greenhouse Gas Costing Studies. The first stag e of the study was to make a preliminary inventory of greenhouse gas ( GHG) emissions for the base year 1988. Following this seven no regret technical options for emission reduction were investigated and the cos ts calculated, allowing the identification of three least-cost options . The three least-cost options must be implemented first because of th eir negative costs. The economic benefits of both abatement scenarios are characterized by a negative global cost whatever the discount rate is.
