G. Cvetkovich et Tc. Earle, THE CONSTRUCTION OF JUSTICE - A CASE-STUDY OF PUBLIC-PARTICIPATION INLAND MANAGEMENT, Journal of social issues, 50(3), 1994, pp. 161-178
Productive, just management approaches are more likely to be developed
on the basis of an understanding of how people make judgments of just
ice. We propose that acceptable (just) land-use management plans are c
ompatible with salient values. Values are created and come to be salie
nt through the process of social construction. Public participation, a
s a form of social discourse, can be an important element in the socia
l construction process. To realize this potential, changes in the natu
re of public participation are required. It is argued that public part
icipation (and other practices) that create new, common values that ca
n be used to develop just land-use management practices should be enco
uraged. A case study of experiences with a county critical areas ordin
ance is discussed.
