Within the context of the development of the market economy, the Gover
nment of Poland with assistance from the Commission of the European Co
mmunities (CEC) is carrying out a tourism development programme. One p
art of this programme is concerned with management and manpower develo
pment. This paper provides details about this work. It sets out the ba
ckground to the development of tourism education in Poland, it identif
ies gaps, weaknesses and directions for change in manpower development
and it describes the programme of action which is being planned and i
mplemented. Among the conclusions is that while the provision in Polan
d contains a number of weaknesses compared with Western Europe, there
are also many similarities in the problems and issues facing tourism e
ducation in Eastern and Western Europe.
