Low-energy hadronic interactions are modelled by applying perturbation
theory to the constituent quark model. Applications are made to I = 2
pi pi scattering, the f(1)(1420), and to gamma gamma --> pi pi and VV
. The latter two processes provide a good laboratory for testing hadro
nic interactions in the final state. It is shown that pi pi data may b
e successfully reproduced in a simple model. The model also predicts t
he approximate equality of sigma(gamma gamma --> rho(0) phi) and sigma
(gamma gamma --> omega phi). Finally, we comment on the possibility of
obtaining the observed ratios of sigma(gamma gamma --> rho(0) rho(0))
/sigma(gamma gamma --> --> rho(r)ho(-)) and sigma(gamma gamma --> K() K(-)).
