Abstract
This paper discusses the differing attitudes of developing and develop ed countries to protection of intellectual property rights and the eff ects on international trade negotiations. It highlights the trend in i ndustrialized countries towards technological protectionism and the ec onomic and social costs for developing countries. Finally, suggestions are made as to how these difficulties may be resolved.
