Abstract
When the opposite principle of Neikos triupmphs over Philotes, roar be gins. Population of Bosnia-Herzegovina and Croatia, felt the both side s of this Empedocles principles. The prevailing question in such a mom ent is how to provide humanitarian aid to maintain the health status o f affected populations. The right to humanitarian aid implies the righ t to request and receive such assistance, as well as to participate in its implementation. Who used this right in the wart The interest of h umanitarian organizations from various countries (which belong to impo rtant donor countries) revealed in relation to the number of organizat ions present during the war: USA (54), UK (52), Germany (47), France ( 30) and Italy (20) were topping the list. The comparison of the number of organizations working at field to the total number of population i n a given country (Philia index) displays different picture: UK (0,000 90), Germany (0,00058), France (0,00052), Italy (0,00034) and the USA (0,00021) appeared in a significantly different order.
