Abstract
This article reviews national regulatory policies that bear on the goa ls of universal service and of innovation in basic telecommunication s ervices, primarily voice telephony. It summarizes a report commissione d by the International Telecommunication Union (ITU) in connection wit h its Regulatory Colloquium programme. It analyses experience in numer ous countries, and assesses some advantages and disadvantages of alter native policies.
