By dividing political power between the national government and multip
le constituent governments, a federal system automatically produces re
lations among the constituent governments. This article describes six
provisions of the U.S. Constitution for handling relations between the
states: (1) federal judicial settlement of interstate disputes, (2) c
ooperative action by states, (3) privileges and immunities within each
state for out-of-state citizens of the United States, (4) full faith
and credit for the public acts, records, and judicial proceedings of e
ach state, (5) interstate rendition, and (6) free interchange of comme
rce among the states.
