A non-stationary model of jet formation and time-dependent electromagn
etic - radio to gamma - emission is developed. The model is based on t
he acceleration and creation of leptons at a propagating discontinuity
(or front) of a Poynting flux jet. Equations are derived for the numb
er, momentum, and energy of particles in the front taking into account
synchrotron, synchrotron self Compton (SSC), and inverse Compton proc
esses as well as photon-photon pair production. The apparent luminosit
ies due to these processes are determined as functions of time.
