Transportation management associations (TMAs) have been around for lit
tle more than a decade. Yet, in this short time, they have gone from t
he barest outline of a new concept in transportation planning, to bein
g perhaps the best ticket to the suburban mobility dance, and then all
the way back to being just one of several reasonable institutional op
tions for implementing travel demand management (TDM) strategies, all
within 15 years or less. The author unravels this brief history of TMA
s, and illustrates the current state of the practice in TDM as it rela
tes to public/private partnerships of the TMA kind.
