Abstract
Through the use of four comparative case studies, Barbara Bigelow and Melissa Middleton explore the range of factors that influence how comm unity health centers respond to pressures from finders to make substan tial cuts to center budgets. Data from these cases suggest that the in ter-relationship between internal constellations of power and certain elements in the centers' environment shaped four different responses t o institutional pressures. The cares demonstrate that responses to ins titutional pressures are more complex than the complete compliance oft en expected by funding sources.
