Abstract
Given a diffeomorphism invariant theory and a bounded region R of spac etime specified in a diffeomorphism invariant way, we show that the us ual variational principle within R may be modified so that it becomes invariant under both diffeomorphisms that do and do not preserve the b oundaries of R.
