This paper studies the initial stage of generation of large-scale stru
ctures by small-scale strong Rossby-wave turbulence. It is shown that
the turbulence may maintain a large-scale regular vortex structure in
a mean flow. The corresponding ''self-organization instability'' growt
h rate is shown to have the form of negative viscosity. Possible appli
cations in the theoretical study of large-scale vortices in rotating s
pace systems are also discussed.
