itique of the ISP progmmme. It begins by identifying three issues in w
hich there is a concordance between Nattrass and the ISP programme. Th

ass misrepresents the viewpoint of the ISP research programme. This no
te concludes by discussing the implicit policy agenda in Nattrass's di
scussion, and contrasting that with the policy orientation of the ISP.
