A linear theory of electromagnetic radiation from a backward wave osci
llator (BWO) with coaxial slow wave structure driven by an annular int
ense relativistic electron beam has been derived and analyzed numerica
lly. The absolute instability of the mode (quasi-TEM) which is peculia
r in the coaxial SWS is studied. It is shown that the quasi-TEM mode c
an be the fundamental mode of oscillation in the coaxial BWO with suff
iciently large linear growth rates for moderately relativistic beam ca
se.
