A cut-sky orthogonal mode analysis of the 2 year COBE DMR 53 and 90 GH
z sky maps (in Galactic coordinates) is used to determine the normaliz
ation of an open inflation model based on the cold dark matter scenari
o. The normalized model is compared to measures of large-scale structu
re in the universe. Although the DMR data alone does not provide suffi
cient discriminative power to prefer a particular value of the mass de
nsity parameter, the open model appears to be reasonably consistent wi
th observations when Omega(0) similar to 0.3-0.4 and merits further st
udy.
