This article presents evidence for the existence of PRO, for the locat
ion of clausal subjects in the specifier position of V''s, for the con
straint that requires that elements move only if required to do so by
same principle of grammar (Chomsky's (1991) principle of ''movement as
a last resort''), and for predication as a grammatical relation rathe
r than a semantic concept. It also provides evidence against the idea,
proposed by Chomsky and Lasnik (1993), that PRO is assigned a special
null Case in the specifier position of to or -ing. The evidence comes
from the occurrence of preverbs in English infinitives.
