Abstract
The task of offering attractive, affordable and consistently, effectiv e treatment in the presence of staffing cuts, budget freezes and reduc ed resources is an immediate challenge of the 1990s. A partial solutio n may reside in looking back. I discuss a modular (group) treatment ap proach used to serve Florida's elderly citizens that may in turn serve as an example in approaching future resource limitations.
