Abstract
The influence of horizontal diffusion on the structure of atmospheric circulation variability is studied. The energetics of the interaction of processes with different temporal scales is considered. A mechanism for the action of horizontal diffusion on zonal flow is discussed. It is shown that the structure of the zonal flow is an essential factor in determining atmospheric circulation variability.
