The responses of headteachers in the country of Devon in England to go
vernment proposals to reform the initial training of primary school te
achers were surveyed with some reference to the views of parents, stud
ents and tutors. The reforms are intended to shift the location of tra
ining away from Higher Education (HE) institutions and into schools. P
articular reference is made to the plan to allow primary schools to se
t up their own training schemes without necessarily involving HE, with
a focus on the views of those headteachers who support the idea of su
ch an opportunity being available. There was little support for these
schemes.
