The superconducting behaviour of highly disordered bulk electronic sys
tems close to the metal-insulator transition (MIT) is considered. It i
s argued that these systems are frustrated even in the absence of a ma
gnetic field. If disorder fluctuations are larger than some critical v
alue a superconductor glass phase is predicted. Technically the result
s are based on Thouless-Anderson-Palmer-like mean-field equations that
are derived to describe the proposed glass transition.
