Abstract
This article describes the evolution of HealthChoices, a managed menta l health program in Philadelphia. This program seeks to maintain the s trengths of the existing community-based system of services while impl ementing the state's mandate. Also discussed are the slate-city relati onship in regard to the program, as well as the future effects of a ma naged care approach to the delivery of health services to public secto r clients.
