Abstract
Many states are using or considering transportation facilities finance d with tolls. This article reveals planning procedure shortcomings exp erienced by Norwegian road agencies that resulted in poorer than proje cted financial performance for some of their toll roads, The Norwegian experience provides lessons for U.S. decision makers concerned with t oll financing.
