This paper proposes an approach to power system planning in Lebanon wh
ich is constrained by limits on available resources, incomplete inform
ation on the nature and distribution of system demand and uncertainty
about future growth. The approach is based on a trade-off method for m
ultiple objective planning under uncertainty where a number of future
power supply and demand scenarios at different discount rates are prop
osed and studied using a production costing program. From these studie
s, trade-off curves of cost versus unmet energy for electricity supply
in Lebanon are determined to provide decision makers with a range of
possible generation plans that compromise between cost and unmet energ
y.
