An iterative filtering scheme is used for deriving the evolution of la
rge scales in a plasma. The information lost by filtering out the smal
l-scale fluctuations is accounted for by the introduction of an effect
ive propagator and vertex operators in the Vlasov equation. These reno
rmalizing terms correspond to large-scale diffusive effects. A general
expression for the fluxes of energy and particles is obtained. The tr
ansport coefficients are explicitly derived for the quasilinear limit
and the guiding center approximation.
