On the other hand, a lot of problems remain. Britain is not very keen
on building a European security and defence identity, and the British
priority is then being given to NATO. Second, the American reluctance
towards giving up their dominant position in NATO is also a great prob
lem. A solution to these problems has to be found before an eventual c
ommon European defence policy could be introduced. In the latter part
of the article the possibilities of the creation of an ''inner core''
in the EU is analysed, and then as one of the possibilities which coul
d be used if one or more states should refuse any more integration.
