Abstract
Capital constraints, regulatory pressure and increased economy transfe rs between companies have prompted increased loading of the interconne cted transmission and distribution systems. The goal of a Reactive Man agement Program is to improve the utilization, of the interconnected t ransmission and distribution systems, and provide reliable and low cos t service to customers. This paper will describe a method to develop a Reactive Management Program. Also included is a description of a syst em using this philosophy that I performed efficiently during an extrem e operating condition in June of 1989.
