A new modular multichannel front-end time to digital electronics is de
scribed. The T&T (tracking and timing) electronics is characterised by
a 2 ns time resolution with multihits recording capability, no ambigu
ity in event pulse reconstruction, low power consumption and daisy-cha
in interconnecting capability. The simple design and the low cost per
channel make it preferable for use in cosmic rays and EAS as well as i
n accelerator experiments. A description of the environmental operatio
n and tests of the TBT electronics is presented. This electronics is u
sed in an EAS experiment in Leeds (UK) called COVER/PLASTEX. Results o
n the T&T electronic performances in this experiment are also presente
