Abstract
Pennsylvania began developing a statewide strategy to address viabilit y of small water systems in 1990. The authors have been continuously i nvolved in this process. Many pieces of the program are in place and p rovide foundation for meeting capacity, development and affordability provisions of the 1996 Safe Drinking Water Act amendments.
