We show how the classical barrier approach can be used in a unified wa
y as a basis for models of single- and multiple-electron transfer in c
ollisions of slow highly charged ions with atoms, clusters and surface
s. The basic formulation is made for electron transfer between a spher
e of radius a and dielectric constant epsilon and a slow ion of high c
harge q. The focus in this contribution is on three limiting cases (a
--> 0, a --> infinity and epsilon --> infinity). In particular we nume
rically evaluate models for slow ions of charge q = 8 colliding with C
-60, and show how they give results close to the experimental ones.
