Abstract
In this paper, we introduce the concept of the ''horizontal dimension' ' of strategies for the implementation of biomass technologies, elabor ate on the main aspects of complexity resulting from that concept and their effects on policy-making, and indicate appropriate methodologica l approaches for handling questions related to planning, organization and management of corresponding potential applications.
