Abstract
County and state governments have key administrative roles with respec t to mental health. Yet, this pluralistic control may heighten fragmen tation, inefficiency, and failure to serve clients in need. This paper describes county mental health director perspectives on the planning and implementation of the Intensive Case Management program in New Yor k State which was designed to foster state/county collaboration. The p rogram was evaluated as being successful in key areas related to clien ts though less successful as relates to systems change. The key to the success was collaborative activities in planning and implementation a t the local level.
