Abstract
We argue that the bipolaronic Bose-liquid is the only possible extensi on of the BCS theory to the strong coupling regime. A large number of experimental observations supports the bipolaronic charged 2e Bose-liq uid as the ground state of high-T-c copper oxides. We discuss the poss ibility of direct experiments.
