We describe a new approach to optimization of instruments for measurin
g composition and properties of materials. A distinguishing feature of
the approach is heuristic synthesis of the measurement principle and
method, done on the basis of: systemic analysis of instrumental contro
l and optimization problems, the specified values of the principle com
ponents of the total error, models of the object of control and its in
formative and influential parameters, models for process and parameter
control, its data bank for measurement principles and methods and the
mechanisms by which various errors arise.
