The behavior of frequency-dependent electrical conductivity and permit
tivity dose to the percolation threshold of a two-component system is
interpreted in terms of formation of polydispersed fractal clusters. W
e derive an explicit form of the scaling function for the complex cond
uctivity and its limit of validity. The measurements performed on two
water-in-oil microemulsion systems are very well accounted for and sho
w the expected scaling behavior. Stretched exponential behavior of the
polarization correlation function is also obtained.
