Portuguese education continues to be profoundly influenced by an histo
rical tradition in which a strong political and administrative central
isation is prominent. The school 'autonomy' that exists has to be conc
eptualised in largely 'instrumental' terms-an autonomy merely of proce
ss and of implementation.
