Volunteering is an individual's spontaneous desire to serve in a desig
nated capacity willingly and with no constraint or guarantee of reward
. This paper discusses what makes an individual Volunteer - what are t
he motives, desires, goals and aspirations of volunteers, how are thei
r efforts utilised and mobilised by different welfare agencies and how
to optimise their contribution. Volunteers are a rich human resource
and a prerequisite for the success of social programmes. The organisat
ional aspect of this resource base for its optimum development is also
discussed.
