Abstract
Although NGOs have recently been active in advocating for changes in t he World Bank's treatment of environmental and social issues, they hav e not been as vocal on gender issues. There are various reasons for th is, including the fact that NGOs themselves have had difficulty in inc orporating a gender perspective into their programmes, and the relativ e lack of power behind gender vs. environmental issues. In order for N GOs to incorporate gender into their advocacy efforts, they need to al ly with the international women's movement, increase the profile of So uthern women's organizations in advocacy, and focus gender advocacy on specific sectoral reforms.
