Abstract
After EEC farm policy reform management agreements within the framewor k of agro-environmental policy had found a solid base in hole Europe. However, criticism did not stop, first of all because of their fundame ntal, the ''society-pays-principle'', which is in the enviro-political common sense an expedient in contrast to the basic principles, precau tion principle and polluter-pays-principle. The present article highli ghts the problems and faults and shows the devoid of substance of thes e basic principles. In comparison the society-pays-principle is in spi te of well-known lacks appropriate for a pragmatical solution of agric ultural caused environmental problems.
